Most of the enhancements and bugs listed below were submitted by dedicated All Topo users. Recent additions include (attribution) for submitters where possible, apologies to those contributors not mentioned.

format. The tokens take datum arguments and an integer for controlling the number of decimal places displayed for the seconds. For example consider the coordinate 41 8 23.613 N 104 49 36.121 W NAD83:

The default precision is 6 decimal places of the seconds.

> New 'Render All Annotations (slower)' option under "Options: System Options: Advanced" forces AllTopo to render every annotation even if the annotation point does not fall on the currently displayed map. This results in large Rings being drawn when the center point is off the current map. This option significantly slows down map annotations with large files.

When reading GPX files, AllTopo will look for a GARMIN device mounted as a disk drive, if found AllTopo will suggest the default folder location for GPX files on the GPS device. You may select multiple GPX files by holding down the SHIFT key and selecting the files you want to import.

When writing GPX files, AllTopo will write all annotations (selection is not honored) to the user selected file.

> New annotations are no longer selected by default when added.

> Added Waypoint List Option 'Compute Area along selected line...' tool. Computes the distance along all selected points that are part of a line then using a user entered width calculates the covered area. The user may select the line length units, line width units, the line width and the units of the computed area. This tool is intended to be used by applicators to compute sprayed area.

> Text rotation may now be Inc/Dec by main keyboard 'r' and 'R', in addition to keypad '/'.

> New KEYLOK installation drivers and installer. (Install.exe: Size: 2,085,590 bytes, Created: Wednesday, January 30, 2008, 4:06:44 PM). Verified to fix KEYLOK uninstall issues. May fix rare install under Vista issues too.

> Build 7476 introduced an issue where tools (like BigTopo, ATMGPS) were not registered on startup.

> AllTopo used to report the number of possible features collected. Typically the collection process resulted in an extra 'phantom' feature being reported at the beginning of shapefile output. So if your project has exactly 20 polygons, AllTopo would report that it exported 21 polygons even if the first element had 0 elements and was not written. AllTopo now correctly reports the number of polygons, polylines or points.

> AllTopo now supports up to 99 layers. The old limit was 10. Layers may now be named, and the custom names are stored in annotation files. The old annotation source format for layer commands was "<L 8>" where 8 is the layer number, the new format is "<L 8 "Fences and Boundaries"> where 8 is the layer number and the text enclosed within ""s is the user assigned layer name. If no user layer name is specified a generic name "Layer 8" is used. If you are writing annotation source by hand, only one layer command needs a layer name.

This enhancement has changed the layer assignment dialogs and the layer enabling section of the "Layer and Grid Controller". These chances should require no explanation.

> The Windows message box requesting that you place a CD in the drive has been eliminated. We had a 'fix' for this (cdfix.exe) that modified AllTopo to NOT look for elevation and map data on CD drives, but it was not a permanent fix and after some time the questions would reappear. Hopefully this annoying Windows behavior has been completely thwarted.

It is interesting to note that this behavior was a result of an automatic Windows update that was propagated by Microsoft updates sometime in 2005.

> DeedPlotter+ filenames are now shown in the "View GeoLink Attributes" window, if there is an attached file.

> AllTopo now prefers updated maps when using 'latest' versions. Later dated maps always sort highest. On a date tie, FSSE Rev D sort higher than FSSE Rev V, Igage revisions sort higher than any FSSE or USGS. If the user has made a map selection in the past, the user's selection is honored. (RonS)

> Added extra output field to text file output of computed profile. New field is the plane distance, existing field was ground distance. Note: both exported distances are grid (NOT ground) distances. (JTully)

When the 'Job Read Only' box is checked it is possible to manually edit and save the annotation file from within the Waypoint Annotation Source Editor (shortcut key is F8).

> Added Feature edit and selection to main map window pop-ups. From the pop-up window, you can right-click near a polyline or polygon (feature) and edit the entire feature or select (highlight) the entire feature in the waypoint list/editor. (Right-click, Feature..., Select or Edit).

> Export Annotation Wizard now clears most setup parameters when loading configurations.

> When picking a point for Path Profiles, only the nearest point on a polyline or polygon is now considered in the pick list. (Any point on the same polyline will generate the same profile, so why give alternatives.)

> New option (Options: System Options: Advanced: Store Map View (position) in Annotation Files). When checked the location of the current viewport is stored at the top of the annotation file. Typically, this will result in AllTopo centering the map at the same location where the file was viewed when last saved. NOTE: moving the map does not mark the annotation file as changed, you need to manually save the annotation file if you want the position updated.

> Annotation Export tool modified to only 'execute after writing' if user chooses to write file. (Pressing Cancel from the file browser no longer spawns an external process.)

> Adding the ~EXP directive to the end of the coordinate string pattern in the import agent now results in coordinates like "37504630N098383901W" being treated as "37 50 46.30 N 098 38 39.01W". This is needed to read the '.SP1' file format (what ever that is :).

> Export Annotation Agent will now search for included text files in the preamble and postamble patterns in the same folder as the export pattern was loaded from if no explicit path is given.

> Export Annotation Agent now warns when an export file exists and will be overwritten.

> An area to override the exported file extension is now provided for in the Annotation Export Agent.

> An 'execute after writing' checkbox is available in the Annotation Export Agent to force AllTopo to spawn a process after a file is written. AllTopo will honor the extension mapping for the host computer. For example, when exporting .KML files, AllTopo will spawn GoogleEarth with the newly exported file. (MS)

> Export Patterns are now provided for KML / Google Earth.

> Legend tool used line background color for fill color.

> %MLAT% and %MLON% tokens added. They export the latitude and longitude in minutes.decimal_minutes. (DS)

> Grid Layer Controller now keeps adjusted size.

> Annotation file is now marked as 'changed' when extended (not Name, Desc, Note) attributes are enabled or disabled.

> Layer/Grid Controller (Alt+G) dialog is now sizeable.

> Filename parser for token included files now ignores embedded '\' within filenames. Previous behavior results in filenames with two or more initial numbers being converted to an extended character. For example the file "C:\123.txt" is converted to "C:\3.txt".

> Map Selection tool no longer reads protected memory when called when viewing a BigTopo map.

> Export Patterns now default to the Settings folder (not the BIN7 executable folder.)

> "Token Helper" now keeps any previous tokens and appends new tokens at the end.

> New code signing certificate for 2007.

USNG Support (United

> Token Helper: Changed "%MRGS%" to "%MGRS%" in the token helper dialog. Duhh!

> Token Helper: Added %USNG% item.

> New Token "%USNG%". Defaults to 1 meter precision and NAD83, accepts precision and datum override. FGDC-STD-011-2001 compliant. Ex:
     "%USNG" -> "12TUL6156906660(NAD83)"
     "%USNG 2 NAD83" -> "12TUL6106(NAD83)"
Note: the %MGRS% token still uses the Primary Coordinate Style (Datum, Precision, Truncation) properties unless overridden.

> New Primary and Secondary Coordinate display style properties dialog has USNG (United States National Grid) selection. USNG coordinates allow datum selection (only NAD27 and NAD83), precision, truncation and space padding attributes.

> Modified the precision overrides for both %MGRS% and %USNG% tokens. Using the coordinate "40.699234 N 112.638534 W NAD83":
      "%USNG 0% => '12TUL'
      "%USNG 1% => '12TUL60(NAD83)'

> Added a checkbox to control the space filling of MGRS (and USNG) coordinates "Space pad MGRS coordinates for easier readability". Space padding makes the coordinate much easier to read. For example "12T UL 61569 06660 (NAD83)" is much easier to read than "12TUL6156906660(NAD83)". The standard allows for padding to facilitate reading, however padding is not encouraged. (I personally would ALWAYS space pad, AllTopo accepts and displays both methods.)

> Renamed the MGRS tab of the Coordinate Style dialog box to 'MGRS / USNG'.

> The default datum for MGRS coordinates has been changed to NAD83. The old default was NAD27 for every AllTopo product. (This change has been made per FGDC-STD-011-2001 which strongly encourages NAD83 reference frame.) So AllTopo will now ALWAYS append the datum to a MGRS or USNG coordinate (except when just showing the Zone or Sheet) and AllTopo will assume that an entered coordinate is NAD83 unless the entered coordinate specifically includes "NAD27" or "(NAD27)".

> The coordinate parse engine in AllTopo will now accept NAD27 and NAD83 datum specifications enclosed within parenthesis. Previous versions of AllTopo treated all text within parenthesis as comments. AllTopo ONLY accepts the these datum overrides: "(NAD27)", "[NAD27]", "(NAD83)" and "[NAD83]", anything else contained in '()' is still ignored.

> !!! As a final note on USNG, you should remember that the 100,000 meter Square Identification in MGRS coordinates is COMPLETELY different for NAD83 and NAD27 coordinates. For example the coordinate "40.699234 N 112.638534 W NAD83" yields these MGRS coordinates:
     12T UL 61569 06661 (NAD83)
     12T UA 61633 06455 (NAD27)
ANNEX E of the speciation states that USNG NAD83 and NAD27 coordinates should have the NAD83 grid designator. So the same coordinate in USNG results in:
     12T UL 61569 06661 (NAD83)
     12T UL 61633 06455 (NAD27)
This has serious implications for the AllTopo parse engine (and is most likely a serious design flaw in the USNG as the alternate sheet designators in MGRS prevent you from targeting the wrong location due to datum error.)

If you are using NAD83 MGRS or USNG coordinates, AllTopo will always do the right thing. If you are entering NAD27 MGRS you should append MGRS to the coordinate or select NAD27 in the drop down datum box.

> Added TextBox symbol type. This symbol draws an outlined box (using current line color) around a box (using current background color) at the insertion point. The box is automatically sized to display all of the Description (which typically will have multiple lines). The first line of the description is drawn at 120% of the current text style bolded. Subsequent lines are rendered using the current text size and style.

> Added automatic Legend builder.

> Supports opening the same annotation file more than once. (Earlier versions only allowed a file to be included once within an hwp file. Now a 'sub' hwp file may be included several times.

> Added "Edit: Select Matching" option in the WPList dialog to make it easy to select and edit all of the annotations which are similar. This makes it easy to change all of the red lines to blue lines. The test for 'Similar' annotations is the same test that is used to group legend annotations.

> Annotation Editor in Builds 7431 through 7434 reset fill style to solid.

> Principal Meridian was not initialized to last value when AllTopo starts.

> Lowrance GPS USR Files now supported in ATMGPS tool. Use "Load Coordinates From 'Waypoint File'" and "Save Selected Coordinates to 'Waypoint File'".

> Four Corners PLS Serial number was generated with random and bogus (but valid) values. A new, more valid serial number is now generated. Most users won't notice anything until they do a web update and the bogus number is removed and a new valid number is installed.

> Waypoint List now searches and highlights dependably regardless of number of entries. Hinting has been added to better display the selection under the mouse cursor.

> Rover Height in Profile Options now accepts changes.

> .PRJ files are now generated when exporting any generic graphic file format. This makes using BigTopo and exported map pieces with ArcPad (a trademark of ESRI) easier.

> Versions for most programs now reflect the Year.Month.Day.BuildNumber. Build numbers for all programs have been incremented to Build 7425.

> The GPS Tool tracker now includes more hints and works with un-initialized main files.

> The 'Rover Height' entry box is easier to edit.

> UT Demo Quickshape File: NOTE there is a new Utah Quickshape file available on the web which should export patterns better.

> BigTopo7 no longer reports an out of range magnetic data set. (Previous reports were incorrect.)

> Updated AZ and TX elevation models are now available that fix the bad regions at the bottom of each state. Check the V7 update lists for a link to the data installer, or call us for an update disk.

Note: when you search for anything every annotation is un-selected. Then all annotations that match the search pattern are selected, then the first annotation below the currently selected row is made the current row (this will wrap to the top of the annotation list). Finally, the grid is positioned so that the currently selected row is visible. (TFisher)

> Each time you press F9 to change map scales (or trigger the 'Change Map Scale' dialog); AllTopo now writes a file (in the same filepath where _AllTopo.exe resides) named "BigTopoList.txt" that contains a tab-delimited list of every BigTopo map found in the current BigTopo path. The BigTopo path is set on the 'System Options: System (tab): Default BigTopo Search Folder'.

The format of the BigTopoList.txt file is: "UNCFilename \t "Mapname" \t EastLon \t WestLon \t SouthLat \t NorthLat \t Datum \n". (TFisher)

> Profile builder allocates profile working memory in larger chunks to aid in garbage collection. Faster profiling and more resistance to running out of memory.

While similar to copy, cut and paste to clipboard; these new options are optimized for working with very large sets of annotations. The clipboard functions are limited by memory allocation issues and take a very long time to complete with large selections. The new functions are 1,000's of times faster!

> Find Wpt Tool: it is now possible to select multiple non-contiguous regions, instead of only contiguous blocks of annotations.

> Find Wpt Tool: new 'Select Entire Line' tool will select (add to the selection if SHIFT key is pressed) the entire line containing the currently selected row.

> Find Wpt Tool: new 'Search' menu for looking for strings within Name, Desc, Notes, Links and Location fields within the annotation list. (see also Build 7414)

> Find Wpt Tool: Line column now previews the dot and line color attributes.

> Find Placename Tool: the grid is now a 'standard' Windows grid and accepts mouse roller events to rotate past the top and bottom of the grid.

> Changes for AKDNR installation per SWeems. DMS Primary Display, PLS QQ Secondary Display.

> Installation support for "Four Corners" map set.

> The Deed Descriptions have been slightly simplified. "1 Second" now prints instead of "1 Seconds", the Basis of Bearings is enumerated at the top of the description.

> A minor change to the method for computing "State Plane to True North declination" and "UTM Grid to True North declination" have been made. A shorter baseline (1 arcsecond) from the base coordinate is now evaluated instead of 1 minute.

> New token %SPDEC% returns the declination from State Plane Grid North to True North. This token accepts arguments for State Plane Zone, Datum, format.

> Added DNR ATMNet option "\\craton\atmnet". (SWeems)

Project Saving / Backup Enhancements

*** Please consider pressing the Key Combination 'Ctrl-Shift-S' after every 10 minutes when adding annotations to a project. This will save your annotations to a uniquely named, compressed file. If you can save these backups to another physical volume, network drive, floppy disk or USB drive you will be able to recover from the loss of a disk, or accidental project loss. ***

> When exiting without saving the current annotation file, the user now has the option to save as another file or the same file. (DSilver)

> When opening a state without opening the previous project ('Open Last Project' is unchecked), the current annotation filename is not retained. This helps prevent overwriting an existing annotation file with a new (blank) project. (SSmall)

> AllTopo now keeps more than one (five by default) backup annotation files. Files are kept with these extensions: .bak, .bk1, .bk2 ... (MSilver)

> AutoGeoLink: If two pictures have exactly the same time stamp (this may happen if you set your digital camera to burst or multi-exposure mode) then the pictures are further sorted by filename. (DaveS)

> 'Line-of-Sight' tool has new 'Ignore Red Dots' checkbox. When checked, only purple and greed dots are shown.

> New option ("Options: System Options: Advanced (tab): Abort Profiles when Elevation Missing", checked by default). When unchecked you can perform coverage predictions over the ocean.

> Added several more 'Grid Resolutions' to the 'Line-of-Sight' tool. Resolutions now enumerate the grid spacing.

> "What's This" tool now better matches line and annotation numbers. Depending upon how you have edited and added to the annotation list, you may get better results by saving, then reloading the current annotation set.

> Shapfile export: Descriptions are accumulated, names are ellipsed for polylines an polygons.

> "Import Shapefile" now closes the annotation editor if it is open to prevent 'two copies' of source file books.

> Installation support for AR, MO, FL, LA, MS.

> If the default User Annotation Style (set under "Options: System Options: System (tab): User (button)" has a note defined, then this note is appended to the normal note for both System and User annotations generated by the "Find Place" tool. This allows a constant note value to be added to all such annotations.

> Waypoint Names NOT automatically generated if the Waypoint Description is empty.

> Editing multiple waypoints no longer forces the text color.

> ATMGPS Build 7370: Trap bad Lat/Lon in Track Point processing. Build 7371: Trap 1/2 range overflow of Time in old-style Garmin Track Point message (D300).

> Fixed array subrange in profile tool. Profile export now stops at last profile point, elevation gain/loss is computed correctly. (RKanzler)

> '%%' in description or note now results in a single '%' mark in the description or note. Previously there was no way to include a '%' in a text string.

> Memory allocation issues canceled <Line ON> on 100th annotation on initial read of an annotation file. Once any file was read, the line status would revert to the correct state.

Updated Maps CD Release!

Updated maps are also available by web update or by the 'Updated Maps CD' sets. Call your AllTopo dealer or the factory to get 'Updated Maps CDs'. 

> All tokens are now listed in the Token Helper. Fixed ZUTM tag in Token Helper. Added '%XSP%', '%YSP%' and '%ZSP%' tokens for X&Y state plane coordinates. All tokens accept DATUM State Plane Zone, Units and Format specifications. For example: %XSP NAD83 MT SFeet "0.0000"% returns the easting value of the coordinate in Montana NAD83 State Plane Survey Feet with four decimal places of precision. ZSP returns a text description of the Datum, Zone and Units.

> Added sample export pattern files (in ATM7Pro\Settings) for UTM NAD27, UTM NAD83, Lat/Lon NAD27 and Lat/Lon NAD83. These sample files will be installed when subsequent updates are installed.

> Installation support for MN, NY sets. There are now two install disks, 1 for states west of (and including) ND, SD, NE, KS, OK, TX named ATMN00W and a second install disk for those states east of the west disk. The Islands (IS) set may be installed using either disk.

> The 'Triangulation Tool' was found to give crazy results for some input combinations. The culprit was an fmod() function that was poorly constructed. In the process of fixing this issue, another more puzzling issue surfaced: some combinations of P1 P2 and bearings which should not have generated results, did return results that appeared to be random.

Upon close inspection it was discovered that the 'Great Circle Radial Intersection' function that is used to compute the intersection point, would in some cases extend radials around the globe (perhaps 5 or more times) until an intersection was found. An entire chapter could be devoted to the most interesting effects, however the short story is "intersections are now restrained to those that occur within 1,500 miles of the first point P1".

Note: The Triangulation Tool computes the intercept as an intercept of Great Circles, NOT as the intercept of straight lines in UTM or State Plane space.

As an added benefit, the great circle distances from P1 to P3 and P2 to P3; where P3 is the intersection; are now displayed on the Triangulation Tool.

> Installation files distributed on CDROM have been changed from a single EXE file, to several files. This allows McAfee virus protection to load the setup files more quickly.

> SHP2QSF now looks for an optional substitution file (_filename_.SUB) when converting polygon files. The format is:

> Tags %XUTM...% and %YUTM...% now accept UTM Zone overrides. Previous versions used the Primary Coordinate Display style for the UTM Zone. The Primary Coordinate style is now the default which may be optionally overridden. For example the tag %XUTM NAD83 Z13% will return the NAD83 Zone 13 easting for the base point.

SHP2QSF.EXE (QSF Converter) Build 2050^pOctober 29, 2004

> Fixed conversion of UTM projected, non-metric units conversion. SHP2QSF now correctly handles shapefiles with footage and survey foot units. Subsequent AllTopo viewers will work when importing UTM Footage shapefiles.

ATMGPS Build 7361 - September 14, 2004

> Garmin USB track transfer failed if Com Debug 'Enable Logging' checked and more than 230 trackpoints in GPS. Com debug log is now updated only after 0.75 seconds of debugging inactivity. This makes serial transfers much quicker if debug is enabled.

SHAPEFILE EXPORT: The current user annotation set is exported in the projection (Geographic-Lat/Lon; UTM or Stateplane) to a user selectable path and base filename. AllTopo Waypoints are exported to a point-shapefile with '_PT' appended to the filename; routes are exported as polylines with '_PL' filename extension and polygons are exported as polygons with a '_PG' filename extension. Attribute names and values are accumulated over lines and polygons.

SHAPEFILE IMPORT: Point, polyline and polygon shapefiles are imported directly as AllTopo annotations and appended to the current project.

> GeoLink/Attribute Viewer is now only updated after 0.050 seconds of mouse cursor inactivity, and the determination of the nearest annotation now occurs in a separate thread. This allows the mouse cursor movement event to run much faster with huge annotation sets. (It is most noticeable when more than 15,000 annotations are active.)

> BigTopo7: Added additional checks for write enabled MI files in L2Cache after decompression. Some users encountered problems building BigTopos when .IT3 source maps were found on fixed disk paths. Maps were successfully decompressed, however matching .MI files could not be read as some systems reported the newly created .mi files as 'in use', even though they had been written and (just barely) closed. The exact error message reported in the log was:

'FATAL ERROR: Unable to open input map file Covelo 100K; CA(f39123E1), file not processed.'

We were never able to duplicate this error on our test systems, it was found by adding additional debug messages to the log file.

The 'Rnd' button will automatically round the coordinate to the nearest 1K even value. Details: Output grid is generated in the datum that the base point (southwest corner) is expressed in; Naming convention is 'eeeeEN' for endpoints, 'Gxx_yy'for guidelines. A detailed report from this feature's author (Bob Hafey) based on field use will be included in a future version.

> Added 'Maximum Slope' display box. Enable by checking 'View: Display Slope'. Computes the maximum slope by comparing the elevation at the cursor, with 16 locations spaced equally around the cursor location 50 meters distant.

ATM will always include the corner offset from in footage calls it generates. Note: ATM will accept distance units overrides for offsets: '300.4 meters East' will be computed correctly, offsets are ALWAYS assumed to be in FEET unless explicitly followed by an alternate unit.

> Added a little button in upper-right corner of 'Find Location' tool that takes the current coordinate entry and places it in the 'Free Form' value so you can edit the value as a single string.

> Improved Public Land Coordinate footage offset protraction. Old method resulted in slightly different positions when a point was repeatedly converted from Lat/Lon to PLS to Lat/Lon to PLS... Locations would 'wander' as they were converted. The wandering was an order of magnitude less than the PLS Tool's accuracy, however repeated conversions could wander a substantial distance. Conversions now converge to repeatable values, however since offsets are typically expressed in 1 foot increments there is still a potential of a small round off errors. (Users are again cautioned that the PLS Tool is not accurate enough for any of this to really make any difference: don't use the PLS Tool to replace a survey!)

> PM20 (in Montana) was incorrectly handled in annotation source files if there was no space between the 'PM' and '20'. For example "2,822 W 3,379 N from SE Sec 36 T 3S R 11E PM20" was not deciphered by ATM as a valid point, while "2,822 W 3,379 N from SE Sec 36 T 3S R 11E PM 20" was converted to "45.5330158 -110.3120295". Only was a problem in PM20 for PLS based source files.

> AutoAnnotations were applied to BigTopo's even if AutoAnnotations were disabled (bug introduced in Build 7099.)

** These are fairly arcane changes and fixes **

> 'Point To Point Distance Tool' did not compute great circle distance correctly for muli-datumed coordinates. For example computing the great circle distance from '42.125 -109.125' to '42.125 -109.125 NAD83' resulted in 0.0 feet. The tool now converts the second point to the same datum as the first point before computing the great circle distance/bearing.

> The default projection for writing deed descriptions has been changed from Lat/Lon (Great Circle) to UTM. Lat/Lon is not a great choice as generated descriptions never close using other survey tools (they are NOT flat space!) The best choice is most likely State Plane projection; however we don't initially have a valid State Plane Zone in the primary coordinate display to use. UTM is an ok choice: it is valid everywhere and is flat space. New installations of All Topo Pro will see UTM as the default projection on 'Options: System Options: Advanced: Bearing/Distance Projection'.

> The Import Agent has separated letters and numbers before evaluation which resulted in "NAD83" being seen as "NAD 83", this default behavior has been removed. This bug/feature effectively kept you from reading any input line with a datum override: if you use the Annotation Import Agent you need this fix.

As the agent will no longer automatically interpret 'N45.01 W107.01' a new tag has been added to invoke separation. To turn on letter/number separation, add a '~S' to the coordinate.

An example of the new '~S' directive:

Input Line: "N45.123W107.123" is in column %1%
Coordinate: "%1% ~S"
Converted Line: "N 45.123 W 107.123"

If you use the ~S directive, you won't be able to add a datum to the coordinate specified as it will get split: "NAD83" becomes "NAD 83". You can import the file without the correct datum, then manually add a datum override <D NAD83> in the annotation editor.

> Added notes on coordinate failure to help users debug settings. The entire line is included as a comment which might be hand edited in the annotation source editor to make a reasonable coordinate. (This is a great addition and was instrumental in figuring out the ~S issue above.)

> Relative coordinates within .HWP files using State Plane projections and State Plane North overrides (without <D xxx> style defaults selection) were not interpreted correctly. For example: "@ N48.2306W 37112.71 FEET SPN_COS_NAD27 SP_COS_NAD27" may not have been correctly interpreted depending upon <D ...> set defaults. This did not affect points projected with the 'Project New Annotation...' dialog.

> <R 1.0> style rotation directives were written incorrectly when HWP files saved after a point and click change. Typically <R 1.0> was changed to <R 1.00001.0>, then to <R 0.0000100001.0> and then to <R 0.00000.0000100001.0> with each successive save. The original string value is now preserved with no attempt to enhance accuracy.
